According to the proposed document, identification numbers will be issued directly upon crossing the border, rather than through the Centers for Population Services (CPS). This responsibility will be assigned to the authorized body in the field of national security.
The draft addresses changes to Resolution No. 207 dated April 17, 2025, clarifying that the PIN will now be assigned not only to citizens of Kyrgyzstan but also to foreign citizens and stateless persons.
The key changes are as follows:
- The formation of the PIN will occur through the Unified System for Accounting External Migration (USAEM).
- Foreigners will be relieved of the need to apply to the CPS for a PIN after entering the country.
- Automated data accounting will make the process more accurate, as information will be recorded at the stage of crossing the border.
Thus, the burden on the CPS will be reduced, and migration accounting will become more efficient.
According to information from the explanatory note, this innovation aims to "streamline the process of entry for foreign citizens," improve the accuracy and reliability of data, and ensure compliance with modern requirements for the digitalization of public services.
Furthermore, the project will not incur additional budget expenses and does not require a regulatory impact analysis, as it does not affect the business sector.
