In Russia, migrants with patents may be prohibited from changing jobs in the first year

Deputies from the LDPR, led by Leonid Slutsky, the party leader, have presented a new bill to the State Duma. According to the proposal, migrants who have arrived in Russia on a patent without a visa will be required to stay at one place of work for the first year. They will not be able to change employers or work part-time. The text of the document is available in the electronic database of the State Duma.
It is proposed to amend Article 13.3 of the law "On the Legal Status of Foreign Citizens in the Russian Federation." If a migrant decides to terminate the employment contract before the 12-month period without legal grounds for continuing work, their patent will be annulled, and they will be required to leave the country.
However, if the termination of the contract occurs for valid reasons, such as the liquidation of the company, extreme circumstances, or non-payment of wages, the employee will be granted 30 days to find a new contract.
The authors of the initiative believe that this measure will help reduce employee turnover in key sectors such as construction, agriculture, and utilities. Moreover, they are confident that it will increase the responsibility of both migrants and employers, as well as improve migration administration.
