Zhenaly Orozbaev, the chairman of the Antimonopoly Regulation Service, commented on the situation with overpayments by students at some universities in an interview for 24.kg.
He emphasized that currently, his agency does not have the authority to intervene in the process of setting tuition fees at higher educational institutions.
“Until 2016, the cost of education was agreed upon with our service. However, since then this regulation has been abolished, and now we cannot influence this issue. Nevertheless, we have functions related to determining the cost of educational services,” he explained.

As a result of an inspection conducted at the Kyrgyz National University last year, it was found that students overpaid 23 million soms, which needs to be refunded. Representatives of KNU promised to provide a comment on this situation later.

Zhenaly Orozbaev also reported on an inspection at the Academy of Public Administration under the President, which concluded that 13 million soms need to be refunded to students.

“This issue remains unresolved for now; the university disagrees with our decision and intends to go to court. It is possible that the case will be considered in judicial instances,” he added.

The Academy of Public Administration under the President of the Kyrgyz Republic issued a clarification regarding the order to refund 13 million soms to students, specifying that this concerns graduates of the bachelor's program who studied at the Academy from 2020 to 2024.

“During the specified period, no complaints about the quality of education were received by the Academy. We fully fulfilled our obligations, and the students who completed their studies received diplomas,” representatives of the university stated.

Furthermore, the cost of contract education for bachelor's students has remained unchanged since 2014 and amounts to 46,000 soms.

Recently, amendments to the Law on Pricing were discussed in parliament. If adopted, the cabinet of ministers will gain the right to regulate prices not only for socially significant goods but also for services and works. Some deputies proposed that the authorized body could regulate the cost of education at universities, housing rentals, and other services.
