House committees and neighborhood representatives are to be given the right to draw up reports on violations of the noise law.

The Ministry of Internal Affairs has initiated a draft law that will allow law enforcement agencies to impose fines for violations of the noise regulations. This draft law was reviewed in its first reading by the Committee on Judicial and Legal Issues and Order of the Jogorku Kenesh.

According to Oktay Urmambetov, Deputy Minister of Internal Affairs, the enforcement of the noise regulations is currently carried out by the Department of Disease Prevention and Sanitary-Epidemiological Surveillance of the Ministry of Health. However, this department has resource limitations. Most complaints about violations are received during nighttime. In light of this situation, the Ministry of Internal Affairs proposes to transfer enforcement functions to law enforcement agencies and local self-government bodies.

“Law enforcement agencies will respond to such calls, document violations, and compile the appropriate reports. We also propose granting powers to homeowners' associations and neighborhood representatives so they can draft reports on violations based on neighbors' complaints, adding photo and video evidence, and forwarding these materials to us for further action,” the deputy minister clarified.

As a result of the discussion, the deputies expressed their support for this draft law.
