Deputy of the Jogorku Kenesh Opposed "Localized Licenses" for Lawyers
It is proposed to introduce licenses for those who did not pass the qualifying exam
The Ministry of Justice has initiated a draft law that proposes the introduction of a new concept called "localized license." This license will be issued to those who were unable to score enough points on the qualifying exam to obtain a lawyer's license. It is expected that such lawyers will be able to work in areas where qualified specialists are absent.
Deputy Minister of Justice Orozbek Sydykov noted that in areas such as Chon-Alai, Nookat, Jumgal, and Ak-Tal, there are no lawyers at all, and in the Aravan district, where a significant number of people reside, there is only one lawyer functioning. This leads to the necessity of attracting lawyers from neighboring districts, which in turn creates an additional burden on the republican budget, as the law guarantees free legal assistance, and the services of lawyers are paid for by the state.
However, Deputy Kubanychbek Samakov opposed this initiative. In his opinion, the introduction of "localized licenses" may negatively affect the quality of protection of citizens' rights.
“In these areas, professional prosecutors are working, and you want to oppose them with semi-professional lawyers who have not passed the qualifying exam. How can they compete? Your initiative resembles a situation where those who passed the driving test are allowed to drive in Bishkek, while those who did not pass are only allowed to drive in villages,” the deputy stated.
