At a meeting of the Health Committee of the Jogorku Kenesh on January 27, Deputy Minister of Health Aibek Matkerimov emphasized that all citizens have the right to free use of state medical institutions. Medical services, including subsidized ones, are provided at the expense of the state budget within the framework of state guarantee programs.
The Deputy Minister noted that contributors to mandatory health insurance are considered to be individuals aged 16 and older. However, according to the Code on Children, minors are defined as individuals under 18 years of age.
In this regard, it is proposed to make an amendment that will allow for deductions from the state budget for citizens until they reach the age of 18.Deputy Gulnara Baatyrova noted during the discussion that there is only one standard policy in Kyrgyzstan. She suggested developing additional types of policies.
Azamat Mukhanov, head of the Mandatory Health Insurance Fund, reported that the possibility of implementing a tourist policy and voluntary insurance is being studied. "Currently, meetings are being held, and once the packages and volumes are finalized, they will be presented for discussion," added the director of the MHIF.
He also noted that the right to health insurance is granted to working citizens, beneficiaries of social assistance, pensioners, children, military personnel, and students. Citizens without a mandatory health insurance policy can access 12 basic types of tests, while those covered by the policy can undergo 40 types of tests for free and receive treatment for cavities.
According to Mukhanov, by the end of 2025, 200,000 policies had been issued for a total amount of 702 million soms.
