Of these citizens:
- 838 people underwent pre-trial probation;
- 10,734 were under supervision during executive probation;
- 939 were on penitentiary probation;
- 501 underwent post-penitentiary probation.
As of early January 2026, about 5,000 clients remain under constant supervision in the probation authorities, with the largest number registered in Bishkek, Chui, Talas, Osh, and Batken regions.
The probation department was established in 2019 with the aim of rehabilitating citizens who have committed less serious offenses.
The probation system offers alternative measures of punishment that do not involve imprisonment.
In response to a question from the radio host about whether probation clients always achieve rehabilitation, Kalmatov noted that this depends on the judicial process and investigation.
“Judges carefully study the personality of the offender and make a decision on the possibility of probation supervision. If there are doubts, pre-trial probation is applied. Over the course of a month, we analyze the personality, communicate with neighbors, colleagues, and relatives, and study the living conditions, after which we present recommendations to the court on whether the person can rehabilitate in freedom,” he explained.
According to Kalmatov, executive probation can be assigned to individuals with sentences ranging from one to five years, with an average term of three years.
“During this time, a program is developed to work with the client. People express gratitude for the state’s assistance in restoring their rights, including documents and employment. Penitentiary probation includes measures aimed at preparing convicts for release and their resocialization,” he added.
