How Many Probation Clients Reoffend in the Kyrgyz Republic

In international practice, the acceptable level of recidivism is usually around 7 percent.
Kalmatov noted that one of the main tasks of probation is careful accounting of clients. According to him, sometimes court documents can get lost, which leads to some individuals not reaching probation and remaining free. Despite the high requirements for accounting, risks still exist. Nevertheless, there have been no cases in the department where clients were lost in the system, although sometimes court documents arrived late.
He also emphasized the importance of assessing the risks and needs of clients, as well as developing individual probation supervision plans.
“We do not force people to take actions. Our main task is to ensure control, to know what they are doing and what they are thinking. Our goal is to prevent repeat offenses. We adhere to the principles of resocialization, reintegration, and rehabilitation,” he added.
