In Kyrgyzstan, a localized lawyer's license for regions is proposed.
At a meeting of the Jogorku Kenesh Committee on Constitutional Legislation, Deputy Minister of Justice Orozbek Sydykov emphasized the importance of providing citizens with qualified legal assistance, as mandated by the Constitution. He highlighted that there is a need for this assistance at the national level.
Sydykov also noted that the majority of licensed lawyers are concentrated in large cities, which creates a shortage of specialists in the regions. In some localities, there are no lawyers at all.
“The absence of lawyers leads to numerous problems. We propose to introduce the concept of a 'localized lawyer's license.' Lawyers who successfully answer more than 50% of the questions during licensing will be able to provide legal assistance in remote areas. This approach has already been successfully implemented for notaries — to date, 35 local notaries have received licenses and are working in regions where notarial services were previously unavailable,” he added.
