This new document defines the structure of urban development, functional zoning, the development of the housing stock and transport infrastructure, as well as measures for environmental protection and the preservation of cultural heritage.
The development of the general plan takes into account modern demographic and socio-economic trends. According to forecasts, by the beginning of 2025, the population of the capital will be about 1.3 million people, and by 2050 this figure will rise to nearly 2 million. As a result of the administrative reform, new settlements have been included in the city, increasing its area to 41 thousand hectares.
The proposed general plan includes the creation of a polycentric structure with new public and business centers in each district and specialized institutions such as administrative, medical, and educational centers, as well as sports and recreational areas.
Particular attention is given to the Bishkek agglomeration, whose population may reach 2.5 million people. The general plan envisions the creation of a system of first and second-order agglomeration centers, the development of transport links, and the redistribution of jobs beyond the central part of the agglomeration.
Regarding economic development, the general plan includes the following forecasts:
- an increase in the workforce to 1,179.1 thousand people;
- growth in the number of employed from 593.9 thousand to 943.3 thousand people;
- the creation of 349.4 thousand new jobs in various sectors, including industry and services.
Transport Network
The general plan also includes the development of transport infrastructure, which includes:- the reconstruction of the "Manas" airport;
- the construction of a bypass road around the city;
- the creation of a railway line bypassing built-up areas;
- the development of the street network and transport interchange hubs;
- the priority development of public passenger transport.
- intra-city rail service along the route "West - Center - East";
- light rail transport (tram);
- metro buses (BRT).
Regarding ecology, the general plan provides for the creation of a natural-ecological framework, which will include green areas, water bodies, and ecological corridors integrated into the city.
Rivers and irrigation channels will play a key role in this, with their development aimed at improving the microclimate and enhancing the recreational attractiveness of the capital.
The general plan also includes measures for the protection and improvement of green areas, which serve as ecological cores and buffer zones.
Finally, the plan includes the ecological reorganization of industrial and transport zones, including landscaping and greening, to reduce the negative impact on the environment and ensure the rational use of natural resources.
