The Ministry of Natural Resources reported on the measures being taken to improve air quality

According to the Ministry of Natural Resources, all activities are carried out within the framework of the interdepartmental commission, which aims to improve air quality. The commission, chaired by Minister M. Mashiev, was updated by the Cabinet of Ministers' decree No. 221 dated March 28, 2025, and includes representatives from 25 different ministries and agencies, as well as deputies of the Jogorku Kenesh.

One of the key initiatives is the gasification of the population. In accordance with the Cabinet's decree No. 349 dated April 28, 2025, preferential loans of up to 150,000 soms at a rate of 3% per annum (instead of the previous 8%) are provided for connecting households to gas. As a result of this program, more than 51,000 households in Bishkek have already been connected to gas, which has allowed for a reduction in coal consumption by about 100,000 tons.

Additionally, the Cabinet of Ministers' decree No. 639 dated October 6, 2025, prohibits the import, sale, storage, and use of bulk coal with a fraction of 0–13 mm in Bishkek and the Chui region, except for enterprises engaged in thermal energy production.

Furthermore, the Ministry of Natural Resources regularly conducts raids to monitor the state of atmospheric air. In 2025, 202 protocols were drawn up for exceeding emissions standards by vehicles, resulting in over 3.7 million soms in fines. Additionally, 450 protocols were issued against business entities amounting to 9.87 million soms, and notifications were sent to 3,795 organizations regarding the need to comply with environmental standards.

The agency is also actively involved in the development of the natural-ecological framework of Bishkek, aimed at improving the quality of life for the population and enhancing the environmental situation.
