In Russia, the possibility of introducing criminal liability for citizens who do not notify the embassy about their foreign citizenship or residence permit (RP) is being considered. The corresponding draft law has been posted on the regulatory acts portal.

The Ministry of Foreign Affairs of the Russian Federation has proposed a bill that requires Russians living abroad to report the acquisition of foreign citizenship or RP within 60 days of obtaining the new status.

In case of violation of this requirement, fines of up to 200,000 rubles or mandatory work of up to 400 hours are provided for under the article of the Criminal Code concerning failure to fulfill obligations to notify about citizenship or RP.

Currently, Russians are required to inform about the presence of RP or foreign citizenship within 60 days after returning to Russia. With the enactment of the new law, those citizens who obtained foreign documents before the amendments come into force will have to notify the consulates within a year, starting from January 1, 2028.
