The maintenance of the road to Manas Airport will be financed from two budgets.

The Cabinet of Ministers of Kyrgyzstan has decided to amend the resolution concerning the pilot project that involves transferring the management of the road connecting the capital with Manas International Airport to the Bishkek city administration. This document was signed on January 15, 2026.
The main change is related to a new funding scheme for the maintenance of the road. Now, expenses will be covered from both local and republican budgets, whereas previously funding was only provided from the republican budget.
According to the updated version of the resolution, the Ministry of Finance will ensure funding from the resources allocated in the republican budget for the maintenance of the road. Any shortfall will be compensated from the local budget.
The Bishkek city administration is now required to provide additional funding for road maintenance work if the costs are not covered by the republican budget.
The pilot project, under which the city administration manages this road, was approved on February 20, 2025, and is designed for two years. During the implementation of the project, the capital's city administration is responsible for the maintenance, repair, preservation, and development of the road, as well as for the use of funds received from individuals and legal entities for the use of land along the road.
The resolution comes into effect upon its official publication.
