Register of Controlled Persons. Kyrgyzstan Asks Russia to Simplify the Exit Procedure from It
This meeting was organized at the initiative of Russia with the aim of discussing the mechanism for implementing the Joint Action Plan for 2025-2027. It was adopted at the second "Central Asia—Russia" summit, which was held on October 9, 2025, in Dushanbe. The negotiations also involved deputy ministers and heads of federal agencies from Russia.
Speaking at the event, Imangaziev emphasized Kyrgyzstan's commitment to strengthening and developing cooperation in the "Central Asia — Russia" format. He noted that allied relations between the countries necessitate ensuring regional security, developing trade, economic, and investment cooperation, as well as strengthening cultural ties and transport connectivity.
In the context of President S.N. Japarov's initiative aimed at removing barriers and restrictions that hinder trade and the free movement of citizens, the Deputy Minister focused on migration issues.
During the event, Imangaziev also met with a representative of the Migration Service of the Ministry of Internal Affairs of Russia, where they discussed issues related to the entry and employment of Kyrgyz citizens in Russia.
Particular attention was paid to the problems faced by individuals included in the register of controlled persons, who experience difficulties in being removed from it due to the lack of a clear mechanism. In this regard, a request was made to consider the possibility of legally establishing a procedure for removal from the register without the need to leave the territory of Russia.
Furthermore, considering the launch of a pilot project for digital migration registration for visa-free labor migrants through the "Amina" application in Moscow and the Moscow region, its significance for other major cities in Russia was emphasized.
