In response to his inquiry, Deputy Minister of Labor Kamchybek Dosmatov confirmed that labor protection in the country is carried out by just 28 employees of the service operating under the Ministry of Labor.
Bekeshev expressed doubt as to whether this number is sufficient to ensure oversight across the republic, especially against the backdrop of an increase in the number of accidents in the construction sector. Dosmatov noted that in 2025, over 100 accidents were registered, resulting in fines totaling approximately 5 million soms.
The deputy also inquired about who is responsible for ensuring safety standards at construction sites. Deputy Minister of Construction Talantbek Imanakun uulu explained that after the commencement of construction work, projects are entered into a registry, safety conditions are checked, training is conducted, and a log is maintained.
He added that in 2025, ten accidents with varying degrees of injury were recorded. As a result, both the heads of the construction company and employees of government agencies who failed to provide the necessary oversight were detained.
Last year, fines totaling 6 million soms were imposed for safety violations, and systems for digitization and video surveillance were also implemented at construction sites.
However, Bekeshev expressed concern regarding compensation for victims. He cited an example from the Osh region, where a man who fell from the upper floor of a nine-story building under construction and became disabled has still not received the compensation due to him.
In response, Dosmatov stated that the labor inspection operates according to an annual inspection plan and conducts unscheduled inspections based on incoming complaints.
