According to the obtained data, 32 administrative buildings and 5 land plots located on the territory of the regional clinical hospital in Manas, as well as hospitals in Bazar-Korgon and Kochkor-Ata, were illegally transferred. These facilities were used for commercial activities, including medical centers, pharmacy points, and fast food establishments.
The GKNB emphasized that according to the decree of the President of the Kyrgyz Republic, social infrastructure facilities are not subject to transfer into private ownership. Additionally, according to Article 44 of the Land Code, buildings and structures cannot be separated from the rights to the land plot that is attached to them.
During the unlawful transfer and use of these facilities, the rental payments received in the budget were significantly undervalued, leading to substantial financial losses for the state. After the return of the buildings and land plots to state ownership, the rental conditions were revised, resulting in a multiple increase in rental income to the budget.
As a result of the conducted investigative and operational activities, the specified facilities and land plots were returned to state ownership.
