The responsibility lies with the employees of construction companies and the Ministry of Construction.
At a recent meeting of the Jogorku Kenesh, Deputy Dastan Bekeshev raised important questions regarding safety at construction sites and the enforcement of safety regulations.
He asked who is responsible for overseeing construction companies.
Deputy Minister of Construction, Architecture, and Housing and Communal Services Talantbek Imanakun uulu stated that after the registration of facilities in the Ministry of Construction's registry, mandatory monitoring of safety compliance begins. Construction sites maintain records in journals, and workers undergo monthly inspections and training.
“In 2025, over 10 cases of accidents with various injuries were registered. All responsible parties were held accountable. In one case, both the leaders of the construction company and the safety officers, including employees of our ministry, were detained. Thanks to digitalization, all facilities are equipped with surveillance cameras, allowing real-time monitoring of the work progress,” the deputy minister noted.
Deputy Bekeshev added that he is not interested in fines; what is much more important is caring for the victims. He cited a case from Osh, where a worker fell from a nine-story building and became disabled, but his compensation was not fully paid. The deputy emphasized the need for strict oversight of payments and adherence to safety measures at construction sites.
