Employment records are transitioning to electronic format. Comment from the Deputy Minister

The question of new rules for maintaining employment records was raised by Deputy Elvira Surabaldiyeva.

Today, January 22, changes to the labor protection law are being considered in parliament for the first reading. Elvira Surabaldiyeva noted that on December 8, 2025, the government approved a resolution that cancels the rules that have been in effect since 2003. According to her, this issue raises concerns among many business owners.

The Deputy Minister of Labor clarified that the main innovation is the transition of employment records to an electronic format.

“This provision was included in the Labor Code, which was adopted in January 2025. In this regard, Order No. 345 was issued. Both the public and private sectors are transitioning to the electronic format,” he stated.

He also added that a database will be created in the “E-Kyzmat” system, where all information will be stored.

“Overall, all provisions remain the same. The only change is that the electronic employment record will be located on a special electronic platform, where each employee will have access to their personal account. All actions will be carried out in this account. No other changes are planned,” the Deputy Minister added.
