Autonomy for State Hospitals in the Kyrgyz Republic. Paid Services Will Increase in Price
According to the Ministry of Health, the main goal of the initiative is to provide 20 state medical organizations with greater autonomy and expand their powers in management and finance.
“Currently, state hospitals are facing serious difficulties, including a lack of financial independence and limited opportunities in personnel policy. This complicates the attraction of additional resources and the implementation of modern management methods, which in turn reduces their competitiveness compared to the private sector. In this regard, the draft resolution proposes new approaches for testing,” the statement said.
The Ministry of Health, together with the Ministry of Economy and Commerce, will develop a methodology for setting tariffs for paid services that takes into account mandatory benefits for socially vulnerable groups of the population.
“The proposed approach to tariff formation is aimed at creating competitive conditions in the healthcare system, increasing financial flows, and motivating healthcare workers to expand services. We are confident that the methodology for calculating tariffs will not lead to unjustified increases in prices for medical services, but will ensure fair pricing considering profitability, inflation, and other factors affecting the cost of services,” emphasized the Ministry of Health of Kyrgyzstan.
According to the agency, as of today, the rates in state medical institutions are significantly lower than in private ones—by two to three times.
“According to preliminary estimates, the cost of paid services will increase by 35-50 percent, which will still remain twice as cheap as in private clinics. If successful, a phased implementation of these mechanisms is planned in other state medical institutions. This will create a sustainable model of healthcare organization focused on the needs of the population and effective resource management,” the ministry added.
At the end of the testing period, an analysis will be conducted, and by April 1, 2027, a report with conclusions and recommendations for the reform of the entire healthcare system will be presented.
