The aim of these changes is to streamline the process of expertise for project documentation, eliminate existing legal uncertainties, and improve interaction between developers and government authorities.
The draft order includes the following proposals:
- expertise of project documentation will be conducted separately by areas: construction, fire, environmental, and industrial safety;
- the responsibility of the customer for the preparation of documents in authorized bodies and the coordination of all parts of the project is clarified;
- outdated norms are eliminated, including provisions on comprehensive expertise;
- new requirements for the set of documents that must be submitted to obtain expert conclusions are introduced.
Additionally, the draft document establishes that authorized government bodies must issue separate expert conclusions for each area of safety.
