
Starting January 20, 2026, discussions will begin in Kyrgyzstan on a new draft law concerning the procedure for considering citizens' appeals. This project was initiated by the member of the Jogorku Kenesh, Baktyar Kalpaev.
The goal of the new draft law is to increase the speed and efficiency of processing citizens' appeals within the framework of digitalization of public administration. The document's note outlines key tasks, including reducing the waiting time for responses by accelerating internal procedures for coordination and signing documents, as well as increasing citizens' trust in government bodies through a more transparent and prompt consideration process.
In recent years, Kyrgyzstan has been actively implementing state policy aimed at the digitalization of management and transitioning to electronic interaction between various government agencies. The introduction of modern information technologies, automated accounting systems, and the State Electronic Document Management System (SEDMS) has significantly changed internal processes within agencies.
Currently, document circulation in government bodies is fully conducted in electronic format, and the exchange of documents between departments occurs through secure digital channels, eliminating the need for physical transfer of papers. This significantly speeds up the process of coordinating and approving documents: whereas previously registration and forwarding took a lot of time, these operations are now completed within minutes.
According to the authors of the draft law, digitalization has effectively eliminated the previous technical and organizational limitations that justified the 14-day period for considering appeals. In practice, many appeals are processed much faster, confirming the possibility of legislatively reducing this period to 10 working days.
It is expected that the proposed changes will:
- improve the government's response speed to citizens' requests;
- contribute to increasing public trust in state institutions;
- align legislation with modern digital realities;
- positively affect the quality of services for citizens abroad.
Reducing the timeframes is especially important for citizens outside Kyrgyzstan, including labor migrants. Each day of waiting for a response from foreign institutions creates additional financial and organizational difficulties. The new procedure will allow foreign institutions to respond more quickly to appeals, enabling citizens to promptly resolve issues related to documents and obtain necessary assistance.
The document emphasizes that maintaining the old 14-day period does not correspond to the current level of digitalization of public administration. The high degree of system integration and modern technical capabilities allow for the reduction of the appeal consideration period to 10 working days, which is a logical and socially justified step.
