In a year, the Code of Offenses was amended 33 (!) times. The Ministry of Justice proposes a limit.
Justice Minister Ayaz Bayetov, presenting the initiative, pointed to the increasing frequency of changes in legislation, which negatively affects the trust of citizens and businesses in the legal system. According to him, this complicates law enforcement and hinders the development of long-term strategies in the economy and social sphere. He also noted that the proposed norm would allow for a more thorough analysis of changes and strengthen the legislative framework.
According to Bayetov's data, in 2025, the Code of Offenses was amended 33 times, while the Labor Code was changed twice, the Civil Code 13 times, and the Criminal Procedure Code and the Code on Non-Tax Revenues were also amended 13 times each. In this regard, it was proposed to establish a limitation on the frequency of changes, while still allowing for adjustments by the decision of the president or in accordance with the decisions of the Constitutional Court.
The minister also reminded that similar restrictions are already in place for the Tax and Digital Codes.
After the discussion, the committee decided to postpone the issue for further refinement.
