In the city of Osh, lines have formed for driver's licenses.
According to local drivers, at the Osh regional office of the State Agency for Vehicle Registration and Driver Licensing, people sometimes have to stand in line for several days. Often, they cannot complete the procedure on the same day and are forced to come back again the next day.
The Deputy Director of the State Center for Vehicle Registration and Driver Licensing, Tolubai Dzhakyshev, reported that the central database of the system periodically malfunctions due to the high volume of requests across the country. On average, about 6,000 visitors are registered daily in Kyrgyzstan, and during sharp spikes in requests, the system cannot handle the load.
It is also worth noting that some medical certificates for drivers are not available in digital format, which necessitates manual verification of data. Despite the cancellation of the certificate in form 083, the information still needs to be cross-checked through the database, which increases the processing time for applications.
In light of the current situation, the working hours of employees have been temporarily extended — now citizens can be received until 1:00 AM. Once the situation stabilizes, the working hours are planned to be returned to normal.
The free exchange of driver's licenses is taking place from January 15 to February 15. The question of extending this period remains open for now. The agency assures that the allotted time for exchanges is sufficient, and the technical issues that arise are being addressed by specialists.
