The city of Naryn was transferred 223.7 hectares of land previously allocated to the University of Central Asia.

The Cabinet of Ministers transferred several plots of land to the ownership of the Naryn City Hall.

On December 12, 2025, the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, signed a resolution regarding the transfer of land to the municipal ownership of the Naryn City Hall. The document emphasizes the need to address the socio-economic problems of the city, to provide housing for its residents, and to ensure the rational use of land resources. It also took into account the resolution of the extraordinary XVII session of the Naryn City Council, which took place on October 30, 2025, as well as a number of laws, including the procedure for transferring state property to municipal ownership, established by the resolution of July 23, 2024.

According to this resolution, the State Agency for Land Resources, Cadastre, Geodesy, and Cartography must, in accordance with established procedures, transfer to the Naryn City Hall a plot of land measuring 223.78 hectares, which is currently in perpetual use by the University of Central Asia.

Changes were also made to the government resolution of July 2, 2004, regarding the provision of a land plot for the construction of the University of Central Asia campus. In particular, the eleventh paragraph of point 1 has been amended to state that 40 hectares of the specified land is provided to the university for permanent use. The first paragraph of point 3 has also been changed, allowing the university to acquire buildings and structures on a plot of land measuring 12.2 hectares in the Ak-Kiya area.

The Cabinet of Ministers recommended that the Naryn City Hall take the following actions:
1) accept the land plot into municipal ownership;
2) carry out its state re-registration;
3) not sell the plot in the future and use it for its intended purpose.

The deputies of the Naryn City Council agreed to accept this plot into municipal ownership. This decision was made to improve the territorial structure of Naryn and to address socio-economic issues, including providing housing and effective use of land resources. Of the total area of 263.78 hectares, 223.78 hectares will be transferred to the city hall, while the remaining 40 hectares will remain under the use of the University of Central Asia.

A meeting was held at the authorized representative office of the president in the Naryn region with the chairman of the board of trustees and the rector of the University of Central Asia. Issues related to housing construction in Naryn were discussed, as well as the possibility of returning previously transferred land to the university where construction has not yet begun.

In 2004, Prime Minister Nikolai Tanaev signed a resolution to provide a land plot for the construction of a student campus. This resolution became the basis for subsequent changes and decisions regarding land use in Naryn. According to it, part of the land was transferred to the university for the construction of educational and residential buildings, as well as for the creation of recreational areas and research fields.

Thus, the resolution of the Cabinet of Ministers and the decisions of local authorities are aimed at addressing the pressing issues of the city of Naryn and improving the quality of life for its residents.
