In Naryn, Cases of Injuries Due to Ice Skating Have Increased: Requirements for Ice Rink Organizations
This was reported by orthopedic trauma surgeon of the Naryn Regional Unified Hospital, Aibek Manapbaev.
According to him, an average of up to 35 people seek help daily, of which 10-15 have sustained injuries while skating on ice.
The number of children is significant. Since it is currently the holiday period, mainly children and teenagers are getting injured while riding on inflatable tubes, with the following injuries reported:
- facial and nose abrasions,
- lip lacerations,
- fractures of the lower back, spine, arms, and legs,
- brain injuries.
“There are many serious injuries. People seem to lose vigilance — they forget about safety rules. They skate in pairs or groups, colliding with each other. Distance is not maintained,” said Manapbaev.
He reminded that for the organizers of ice rinks, safety requirements must be mandatory:
“A ramp has been built. This is dangerous. Safety must come first. We tell entrepreneurs that compliance with safety requirements is their main responsibility. We tell parents: monitor where and how your children play.”
The press secretary of the Naryn Regional Emergency Situations Department, Razalita Umarbekovna, reported that there are 4 ice rinks in the Naryn region, and explanatory work is being conducted with their owners.
“In the city of Naryn, there is 1 ice rink (used at the municipal level). In the Ak-Talinsky district, the opening of 1 ice rink has been officially reported. In the At-Bashinsky and Jumgal districts, there are temporary natural ice rinks during the winter period, but they are not registered as official sports facilities. Therefore, they are not counted as 'existing',” she noted.
Rules and requirements for organizing ice rinks:
- Tax patent.
- Contract with the ayil okmotu (local self-government body).
- Certificate of completion of special training in the city of Bishkek.
- Availability of a technical safety journal.
1. Shape
A flat, rectangular area.
There should be no long tracks, slopes, ascents, or descents.
If the shape does not meet the requirements, the issue is closed.
2. Size
Minimum: at least 20 × 10 meters.
Sports (for skating, hockey, etc.): 60 × 30 meters.
The size can be smaller, but it must correspond to the concept of "area".
3. Ice layer
Thickness: at least 5 cm.
Homogeneous, without cracks.
Ice mixed with snow is not considered acceptable.
4. Evenness
Absolutely flat surface.
If there are pits, bumps, ascents, or descents, it does not meet the requirements.
5. Boundaries
The edges of the area must be clearly marked.
They must be fenced with a barrier, curb, or snow bank.
The possibility of "going out in any direction" is not allowed.
6. Safety
There should be no trees, metal structures, wires, or other obstacles nearby.
A safe zone for children must be provided.
