Kyrgyzstan and Russia discussed quotas for treatment and training of doctors



In the Ministry of Health of Kyrgyzstan, a meeting took place between Kanibek Dosmambetov, the Minister of Health of the Kyrgyz Republic, and Mikhail Albertovich Murashko, the head of the Ministry of Health of Russia. This was reported in a press release from the ministry. The Kyrgyz delegation expressed gratitude to the Russian side for the prompt organization of the negotiations, warm reception, and constructive approach. The participants of the meeting noted that cooperation between the two countries has strategic significance and is based on long-term trustful relationships and sustainable dialogue.
Issues concerning the interests of citizens of both countries were discussed.
Considering Russia's openness in the field of medical services, the parties thoroughly examined the possibility of continuing the practice of allocating quotas for the treatment of Kyrgyz citizens in Russian medical institutions, including high-tech medical assistance.
The negotiations also touched upon personnel development and strengthening professional ties. Prospects for expanding educational opportunities for young specialists from Kyrgyzstan were discussed, including training in residency programs in Russian medical and clinical institutions for in-demand specialties such as neurosurgery, oncology, cardiac surgery, obstetrics and gynecology, anesthesiology and resuscitation, neonatology, pediatrics, genetics, and laboratory diagnostics.
In addition to personnel issues, internships and advanced training programs for Kyrgyz doctors at leading medical and scientific centers in Russia were discussed. The Kyrgyz side noted that the relevant ministerial departments are developing proposals for internships in accordance with the set tasks.
Regarding high technologies in medicine, the Kyrgyz side expressed interest in joint projects, such as the establishment of a nuclear medicine center in Kyrgyzstan with its own cyclotron-radiopharmaceutical production. During the exchange of views, it was noted that certain components of this project are already being implemented in collaboration with JSC "Rosatom," and that the initiative to create the center is included in state plans, which provide for a phased preparation of the regulatory framework, conclusion of contracts, and commencement of design work in 2026, with the planned completion of work by 2030. The parties discussed possible formats for cooperation, including expert and technological support, as well as access to necessary equipment and methodologies, based on mutual interests.
At the conclusion of the meeting, the parties considered the exchange of professional experience between medical workers of the two countries, including joint operations and other high-tech interventions, as well as the expansion of scientific and expert cooperation. The Kyrgyz side emphasized respect for Russia's experience in organizing healthcare and expressed interest in studying and adapting best practices taking into account national specifics, especially in the management of medical institutions and improving the quality of medical services, which aligns with the reform of the healthcare structure in Kyrgyzstan.
As a result of the meeting, the parties confirmed their readiness to continue the dialogue and develop cooperation, focusing on practical solutions aimed at improving the accessibility and quality of medical care for citizens of both countries.
