The Chairman of the Mandatory Health Insurance Fund, Azamat Mukhanov, announced this information at a meeting of the Committee of the Jogorku Kenesh, which deals with issues of labor, health care, social policy, and women's rights. In his speech, he emphasized the importance of protecting the social rights of citizens of Kyrgyzstan within the framework of the integration Union.
It became known that the initiative to appeal to the court was given by the Cabinet of Ministers of Kyrgyzstan, and the document was prepared by the Judicial Representation Center under the Ministry of Justice. The main goal of this request is to obtain clarifications on paragraphs 3 and 4 of Article 98 of the EAEU Treaty dated May 29, 2014, especially in the context of access to social security, including mandatory health insurance for the family members of workers from EAEU countries.
The Fund noted that Kyrgyzstan fulfills its obligations within the Union. Thus, on the territory of the republic, family members of labor migrants from EAEU countries who are legally present here have access to medical services under the mandatory health insurance system, according to the State Guarantees Program.
In addition, the Kyrgyz side regularly raises the issue of providing similar rights to the family members of its labor migrants in other EAEU states on a permanent basis, using the working bodies of the Union, intergovernmental commissions, and consultative platforms.
In conclusion, the Mandatory Health Insurance Fund added that the appeal to the EAEU Court is part of the dialogue within the framework of the integration association aimed at legal clarification and uniform application of the norms of the EAEU Treaty.
