The Ministry of Labor proposes to introduce monetary compensation instead of vouchers for sanatorium-resort treatment for individuals with disabilities.

The Ministry of Labor, Social Security, and Migration of Kyrgyzstan has presented a draft resolution concerning new rules for providing vouchers for sanatorium-resort treatment for people with disabilities, as well as cash compensation in lieu of these vouchers.

This document has been created in the context of optimizing and reducing bureaucratic procedures in government administration. It is based on the law "On the Rights and Guarantees of Persons with Disabilities," adopted in August 2025, which allows for opting out of sanatorium-resort treatment in favor of cash compensation.

According to the ministry, there are over 221,000 registered persons with disabilities in Kyrgyzstan, of which 37,000 are children. Each year, about 5,000 people are provided with vouchers, while the actual need for vouchers exceeds 35,000 persons with disabilities annually.

The justification for the draft states that the current system for obtaining vouchers does not fully meet the needs of persons with disabilities. Many sanatorium-resort institutions do not participate in the government procurement conducted by the ministry.

According to the legislation on government procurement, an application to participate in the competition is rejected if the supplier has tax or insurance contribution arrears. This results in only a small number of health institutions being selected each year, limiting the number of available vouchers to only certain sanatoriums. As a result, many in need cannot receive the appropriate treatment.

Financial constraints in the budget also affect the ability to provide free vouchers, which negatively impacts the coverage of citizens in need of rehabilitation. Often, persons with disabilities are forced to purchase vouchers with their own funds, without the possibility of receiving compensation.

The proposal to provide cash compensation instead of vouchers will allow persons with disabilities to choose the most suitable methods of rehabilitation, as noted in the document.

To implement this resolution, additional budget funds from the republican budget for 2027 in the amount of 275.9 million soms will be required.
