The purpose of this initiative is:
- to ensure that insured citizens have access to complete and accurate information about medical services, their quality, and conditions;
- to enhance the transparency and accountability of medical institutions;
- to improve the accessibility of medical assistance within the framework of the State Guarantees Program.
The following changes are proposed in the bill:
For citizens (Article 13):
- the existing rights are supplemented by the ability to receive reliable information from medical providers and insurers about the types, quality, and conditions of medical, preventive, rehabilitation, and wellness services.
For medical service providers (Article 16):
- they are required to maintain personalized records of the assistance provided;
- to post information about the list and quality of services, as well as their conditions, in public places as part of the State Guarantees Program;
- to inform citizens about operating hours, available services, as well as indicators of accessibility and quality.
Currently, the Mandatory Health Insurance Fund (MHIF) collaborates with 145 medical institutions, including general practice centers, hospitals, family medicine centers, dental clinics, and emergency services.
According to the fund's data, more than 5 million citizens are insured, which constitutes 74.2% of the population attached to family doctor groups.
