Vice-Speaker: Rights Do Not Meet Requirements, This Is a Fact. Response from the Administration.

Almaz Raimbekov, Deputy Head of the Presidential Administration, commented on the situation regarding driver's licenses being used outside the country. On April 1, during a session of the Jogorku Kenesh, he reported that Vice-Speaker Ibragimov had approached him regarding a problem faced by a citizen of Kyrgyzstan in Lithuania.

According to Raimbekov, he and Ibragimov communicated with the man, but no government agencies informed him of any discrepancies with the licenses. The issue arose due to the requirements of the human resources department of a private company, which stated that licenses compliant with the Vienna Convention were needed. These documents are issued for three years, he added, stating that 700 licenses will be sent to Kyrgyz citizens through the Ministry of Foreign Affairs.

In response, Ibragimov noted that he had not spoken with Raimbekov and urged not to mislead people. "The latest version of the driver's license does not comply with paragraph 4 of annex No. 6 of the Vienna Convention, regardless of how it is perceived. Acknowledging this fact will help us resolve the issue more quickly and prevent similar cases in the future. Your actions require a legal assessment," the deputy stated.

The Administration Responds

The Presidential Administration commented on the Vice-Speaker's statement regarding the non-compliance of the new national driver's license with paragraph 4 of annex No. 6 of the Vienna Convention. The agency noted that this paragraph pertains to the content of the license, including mandatory data and numbers, but does not require a uniform design of the document.

Furthermore, the Administration emphasized that licenses with a design different from the usual one are used not only in Kyrgyzstan but also in Kazakhstan, Uzbekistan, Russia, Ukraine, Georgia, and other European countries.

The agency added that the new license issued in Kyrgyzstan includes all mandatory elements stipulated by the Vienna Convention and, therefore, the claim of non-compliance of the document with paragraph 4 of annex No. 6 is not substantiated.
