The deputies of the Bishkek City Council approved changes to the BGK resolution regarding the procedure for purchasing land plots that were previously leased for the design and construction of apartment buildings.
Officials noted that the previous norms were outdated and the procedures were excessive. Now, the process of purchasing plots leased for multi-story construction will become more transparent. In particular, unnecessary urban planning conclusions will be excluded in cases where they are not mandatory by law.
One of the key aspects for the city administration will be strengthening control over tenants, as well as transferring 10 percent of residential areas in new apartment buildings to municipal ownership.
Additionally, the introduction of a mandatory deposit and the simplification of application review timelines should contribute to improving market operations. The project stipulates the mandatory presence of a pledge agreement as a condition for purchase, as well as the approval of a methodology for calculating the cost of land plots.
