
For two days, Jenishbek Toktorbaev, who previously held the position of mayor of Osh, has been visiting the Main Investigative Department of the Ministry of Internal Affairs of the Kyrgyz Republic. According to information from sources in law enforcement agencies, the day before, he spent several hours being interrogated, and today he was summoned again for further inquiries. At the moment, Toktorbaev is acting as a witness in a case that is under review.
The investigation focuses on the activities of the city authorities during his tenure. Special attention is being paid to the sharply increased financial obligations of the city over the past year. It was previously reported that after his departure, the budget of Osh came under pressure from debts amounting to 12 billion soms.
However, the former mayor himself denied this information, claiming that the debt to contractors amounts to about 2.3 billion soms. He noted that the debts arose due to the specifics of the work, as many infrastructure projects, such as roads and social buildings, were constructed using the "parallel design" method.
According to media reports and statements from entrepreneurs, during his leadership in the southern capital, large-scale construction was carried out without proper documentation. Businessmen claimed that they were effectively forced to participate in projects that lacked legal formalization. As a result, the Ministry of Construction identified more than 30 such facilities in Osh that were built in a legal vacuum. Due to the absence of official contracts and permits, construction companies have still not received payment for the work completed, which has led to a multi-billion deficit in the city budget.
