According to the document, it is proposed to strengthen the requirements for the ayil okmotu and their leaders, including mandatory digitalization at the level of local self-government.
The draft law obliges the ayil okmotu to develop and maintain official websites according to established standards. These resources will contain information about the settlements, working hours, contact details (including messengers), and other important information for citizens. There is also a requirement for regular updates of the posted data.
In addition, it is proposed to tighten the criteria for candidates for the position of head of the ayil okmotu. In particular, they must:
- have a higher education and the necessary work experience;
- provide a certificate confirming knowledge of the state language;
- possess the official language at a level sufficient to perform official duties.
As stated in the accompanying note, these changes are aimed at increasing the transparency of the work of local self-government bodies, improving citizens' access to information, and developing digital services.
It is expected that after the discussions are completed and the law is adopted, it will come into force 10 days after its official publication.
