In Kyrgyzstan, registration of foreigners will be limited: no more than 10 people in a premises

The Cabinet of Ministers of Kyrgyzstan has presented to the public a draft resolution concerning the registration of foreign citizens and stateless persons on the territory of the country.

The purpose of this document is to streamline the process of foreigners' stay in Kyrgyzstan and to automate registration procedures. It proposes to establish a new registration procedure and a list of countries indicating the periods during which foreigners are exempt from the need to register at their place of stay.

According to the new draft, registration will be conducted in electronic format using state systems, online platforms, and mobile applications. New requirements are being introduced, including the mandatory presence of health insurance for extending registration.

The rules for registration, re-registration, extension, and cancellation are also clarified, as well as the list of necessary documents. In particular, it is proposed to limit the number of foreigners who can be registered in residential premises to 10 people, with a minimum area of 12 square meters per person (close relatives are exempt from this rule).
Furthermore, it is planned to shorten the stay periods for citizens of countries with a visa-free regime, as well as to establish a procedure for actions in cases of exceeding the allowed length of stay in the country. In some situations, additional registration for up to 30 days may be required if there is a protocol for an offense.

It is noted that the implementation of digital technologies should reduce the risks of corruption and increase the transparency of the migration system.

The draft also implies the cancellation of a number of previously effective resolutions regulating the registration of foreign citizens.
