One of the significant innovations is the introduction of national brand status for "Kyrgyz Kumys," which can only be used by those producers who are registered in a special state registry and adhere to unified quality standards.
The draft law proposes the implementation of mandatory digital traceability for kumys. Each package must be equipped with a QR code containing information about its origin, processing, and laboratory tests. Fines and confiscation of products are stipulated for the absence of such labeling or for providing false information.
Products will be classified into three categories: natural traditional kumys, industrial export kumys, and reconstituted from dry milk. It is important to note that the use of substitutes and additives for products under the national brand will be prohibited.
Tax incentives for businesses are also provided: new companies engaged in the processing of mare's milk will be able to receive a profit tax exemption for up to three years, while exporters will receive a 50% profit tax reduction for five years.
Additionally, the establishment of a strategic state reserve of sublimated mare's milk is proposed, which will be necessary for stabilizing prices and ensuring production during the off-season.
Specific amendments are aimed at combating counterfeiting: a ban on the use of national ornaments and symbols of Kyrgyzstan for goods produced abroad is introduced, and measures of responsibility for misleading consumers are tightened.
The draft law also envisions the development of "kumys treatment centers" and the integration of kumys therapy into the medical rehabilitation and tourism system.
The initiators of the draft law emphasize that the proposed measures are aimed at protecting the national brand, increasing export volumes, and attracting investments in the processing of mare's milk.
