"This is not just a drink." Dastanbek Jumabekov proposes a bill for the protection of kumis

Deputy Dastanbek Jumabekov has proposed a bill aimed at the legislative protection of kumis — the traditional drink of the Kyrgyz people. This bill is available for public discussion.

According to the initiator, the adoption of this law will help preserve and capitalize on kumis, which represents not only a beverage but also the cultural heritage of the Kyrgyz people. Kumis is an important element of the national code that has accompanied the formation of Kyrgyz identity and statehood for centuries, and has also become the basis for the national brand "Kyrgyz Kumys." Moreover, this drink possesses unique healing properties, promotes an increase in hemoglobin levels, and strengthens the immune system, which can contribute to the development of medical tourism and the establishment of specialized kumis treatment centers.

"Every national brand represents an investment asset and a reflection of the state. This bill is aimed against 'visual parasitism,' when foreign producers use Kyrgyz symbols and ornaments to sell low-quality goods, leading to financial losses and damage to international prestige," emphasizes the author.

The project includes the introduction of elite standards for products (categories A, B, C), allowing the use of the national flag on packaging only for goods that meet these standards. Any attempt to counterfeit products using this symbol will be considered a crime.

Additionally, the bill proposes the protection of the "investment face" and the fight against marketing deception. It includes amendments to the Law "On Consumer Rights Protection," the Patent Law, and the Code of Offenses, introducing a ban on the use of Kyrgyz ornaments and symbols on goods produced outside the country.

To attract investments in the production of sublimated kumis, tax holidays for three years and a 50% exemption on export profits are proposed, as well as mechanisms for the procurement and storage of milk during low-price periods for subsequent sale or export.

The bill also envisions the creation of a National Council, where government bodies and businesses can jointly develop a brand code, export strategies, and distribute measures of state support.
