In Kyrgyzstan, driver's licenses are set to be issued in four days, with urgent requests processed in three hours.

According to the new state service standards proposed for approval in Kyrgyzstan, citizens will be able to obtain driver's licenses within four working days after successfully completing driving school and passing exams. For those who need to urgently obtain a license, the processing time is set from three hours to two days.

These provisions are outlined in the draft order of the Presidential Administration, which is currently being discussed with the public.

The document specifies clear time frames for each stage of the service: document acceptance should take no more than 30 minutes, result preparation — 60 minutes, and issuance of licenses — another 30 minutes.

Additionally, the draft includes the possibility of online vehicle re-registration, which will allow this procedure to be completed in ten minutes.

For citizens applying through consulates and diplomatic missions, the service processing time may reach 90 days.

The justification for the draft states that it was created to improve the standards of state services provided by the Presidential Administration and its institutions, as well as to enhance their quality, transparency, and uniformity.

It is worth noting that in September 2025, the State Agency for Vehicle Registration and Driver Licensing was transferred to the jurisdiction of the Presidential Administration and received a new name — the State Center for Vehicle Registration and Driver Licensing under the Presidential Administration.

Subsequently, changes were made to the Unified Register of State Services, which included new services such as urgent issuance of driver's licenses, vehicle registration and re-registration, temporary registration of vehicles belonging to foreigners and stateless persons, as well as the acceptance of exams for obtaining licenses.

The draft proposes to approve standards for 11 state services, including the issuance of driver's licenses, vehicle registration and re-registration, issuance of tractor driver certificates, restrictions on the alienation of vehicles, and the acceptance of qualification exams.

Currently, the document is undergoing public discussion and is expected to be reviewed by the relevant authorities on April 10. The issue of service costs is still under coordination with the Antimonopoly Service.
