The purpose of this document is to improve the quality, transparency, and standardization of services for citizens and businesses, especially those related to transportation services and driver's documents.
The draft includes standards in several important areas:
- issuance and expedited issuance of driver's licenses;
- registration and re-registration of vehicles;
- expedited registration of cars with the issuance of license plates;
- temporary registration of vehicles for foreign citizens;
- registration of tractors and specialized equipment;
- verification of information about vehicles and driver's licenses;
- imposing restrictions (seizure, bail) on vehicles;
- conducting exams for obtaining driver's licenses and tractor operator's rights.
It is worth noting that after the transfer of vehicle registration functions to the Presidential Administration, the State Center for Vehicle Registration and Driver Licensing was established. This body will be responsible for implementing the new standards.
Additionally, new services, including expedited issuance of driver's licenses and accelerated vehicle registration, have already been added to the Unified Register of State Services.
According to the justification note, the implementation of the document will not lead to an increase in government expenditures and will not cause negative social or legal consequences.
The draft is available on the Unified Portal for Public Discussion of Regulatory Acts. It is expected that after its approval, the order will come into effect seven working days after its official publication.
