The report emphasizes that measures have been taken to strengthen law and order in the migration sphere, improve control over migration flows, and combat illegal migration.
Compared to 2024, the number of unscheduled inspections conducted by migration units regarding legal entities and individual entrepreneurs increased by 11.3%. The number of identified violations of migration legislation also rose by 13.3%. As a result, the total number of violations prevented in this area increased by 8.5%.
The most common reasons for administrative liability for migrants were violations of entry rules into Russia and conditions of stay.
It should be noted that in the previous year, Russian police officers received the authority to independently make decisions on the expulsion of violators of migration legislation and place them in specialized institutions for temporary detention with the aim of deportation from the country. According to the Ministry of Internal Affairs, about 60,000 people were subjected to such measures.
In addition, the number of permits issued to foreigners for temporary residence and residence permits, as well as the number of foreigners granted citizenship of the Russian Federation, decreased by almost a third.
With the launch of the registry of controlled persons and the implementation of preventive measures, there has been an increase in the number of citizens complying with migration legislation. The number of notifications about the conclusion of labor or civil law contracts with migrants working on the basis of a patent increased by 25.9%, and work permits increased by 44.5%.
At the same time, the number of foreigners in Russia who are not working decreased: among minors, it fell by 24.5%, and among women, by 7.6%.
As a result, the total number of migrants decreased by 8.6%, amounting to 5.7 million people.
