Almambet Shykmamatov, head of the State Tax Service (GNS), explained that previously the tax authorities hesitated to initiate checks at "Kyrgyzneftegaz" due to fears of consequences. According to him, GNS employees felt intimidated by the State Committee for National Security (GKNB), which was conducting around 960 criminal cases against entrepreneurs, creating an atmosphere of tension.

In Shykmamatov's opinion, this indicates that "Kyrgyzneftegaz" was in a privileged position, as there was no mention of this enterprise in the lists of audited companies, despite the scale of the alleged embezzlements.

The head of GNS added that the violations were obvious and could be identified through data from the unified accounting database and invoices; however, a physical inspection was necessary for confirmation. A tax audit has now been scheduled, and results have already begun to be confirmed. The General Prosecutor's Office is handling the case and the investigative process.

Shykmamatov also emphasized that after the release of the first investigation, the GKNB should have initiated a check on "Kyrgyzneftegaz," and the absence of such a check confirms the special conditions under which the company operated.

In conclusion, he stated that the GNS plans to conduct additional investigations.

Let us not forget that the GNS subordinate institution "Salyk Service" published the results of the investigation into "Kyrgyzneftegaz," indicating that due to opaque schemes and dubious operations, the company incurred losses of over 4 billion soms. The GNS noted that based on the analysis of data from 2021 to 2025, three main schemes were identified through which profits from state oil were transferred to private hands associated with the former head of the GKNB, Kamchybek Tashiev, and his entourage.
