Almambet Shykmamatov, head of the State Tax Service, commented on the discussed corruption schemes in "Kyrgyzneftegaz," in which, according to the investigation, relatives and associates of the former chairman of the State National Security Committee (GKNB) Kamchybek Tashiev may have been involved.

Shykmamatov noted that during the period when Tashiev held a high position, "Kyrgyzneftegaz" was under the control of the special services, making tax audits impossible.

The State Tax Service's investigation into "Kyrgyzneftegaz": a criminal case has been initiated

“To be frank, 'Kyrgyzneftegaz' was under the complete control of the GKNB. It is known that some tax officials fell into the trap of the GKNB and are still under arrest. It was impossible to audit 'Kyrgyzneftegaz' at that time. Now, however, we have this opportunity — we conducted an audit and investigation. We had a choice: either to conceal the results or to make them public. We chose the latter,” said the head of the State Tax Service.

He added that there was no formal ban on audits, but there were unwritten directives, and all participants in the process understood the potential consequences of such audits.

Recall that on March 16, the State Tax Service reported on actions contrary to state interests in the activities of "Kyrgyzneftegaz" during oil extraction and sales.

The State Tax Service's "Schemes" program: how "Kyrgyzneftegaz" was ruined in five years

As part of the "Schemes" program, the results of an analysis were published, indicating possible billion-som embezzlements in the oil industry. Preliminary data shows that due to gray intermediary schemes and questionable write-offs of raw materials, "Kyrgyzneftegaz" could have incurred losses exceeding 4 billion soms.

The analysis of invoices and financial operations of the company for the years 2021-2025 revealed three main schemes through which profits from the sale of state oil could have been siphoned off for the benefit of private entities. The investigation also mentions a possible connection between these companies and relatives and associates of the former head of the GKNB, Kamchybek Tashiev.
