The President of Kyrgyzstan, Sadyr Japarov, has issued a decree introducing a temporary moratorium on inspections of business structures.

The purpose of this decree is to reduce the burden on entrepreneurs, improve the investment climate, and create a more favorable environment for doing business.

According to the document, until December 31, 2026, law enforcement, tax, and other regulatory agencies will not conduct business inspections, with some exceptions.

Exceptions pertain to inspections initiated by criminal and civil cases, requests from the entrepreneurs themselves, as well as inquiries from citizens and legal entities, including foreign state authorities.

Inspections are also permitted if there is specific evidence of violations of legislation, including materials from the media.

It is important to note that this moratorium does not affect customs control, tax inspections conducted under a previously established moratorium, as well as the activities of the National Bank and civil aviation authorities.

During the moratorium, government agencies will be limited to providing consultations for entrepreneurs without conducting inspections or imposing fines. Businessmen will be able to provide information and documents only within the framework of consulting support.

The Cabinet of Ministers has been tasked with developing the necessary measures for the implementation of this decree within a month.

The decree will come into effect in 10 days.
