After a series of high-profile resignations, including the dismissal of the Deputy Prime Minister and the head of the GKNB, Kamchybek Tashiev, many began to wonder what changes await us. Citizens and experts, both within the country and beyond, discussed the possible consequences of these events. Some foreign publications even suggested that the president fears social unrest or a new revolution.
Most analysts leaned towards the version of a personal conflict, believing that it was merely a quarrel between two comrades. However, this viewpoint does not reflect reality. Sadyr Japarov has no reason to fear. His positions are strong, he has a clear plan for the country, and he enjoys the support of the people. He has taken full responsibility for what is happening in the state and confidently continues to carry out this task. Expectations of revenge from the dismissed general also did not materialize — Tashiev accepted his decision with dignity, emphasizing that the interests of the country are more important than personal relationships.
One should not think that someone has betrayed someone else. The reform of the GKNB, associated with the dismissal of Tashiev's close associates, is not a result of the president's fear, but rather a consequence of deeper changes. The security bloc, created to protect the state, began to overstep its authority and resemble a competitive organization instead of providing support, as required by its service ethics. Over the past four years, the GKNB has come to resemble a punitive body, striking at both real criminals and those who simply fell under the hot hand of anti-corruption fighters.
The initially tough fight against crime, which received public approval, gradually transformed into a PR campaign with repressive measures. The president had no personal grievances against Tashiev, but he noticed how his friend was being led astray by intrigants acting on behalf of the agency. The danger of these third forces lay in their threat to divide society by collecting signatures for early elections. It is now up to the investigation to deal with these provocations.
“In 2021, the people entrusted me with the fate of the state. The constitution requires the president to maintain the unity of the people, and I fulfill this duty,” noted Sadyr Japarov, explaining his actions. The letter from 75 elders was merely a push for the long-overdue reform of the GKNB. The president emphasized that the time demands changes, and state structures must adapt to new challenges. He believes that excessive harshness should not be applied to citizens — journalists, bloggers, or entrepreneurs. The main task of the special services is to protect the interests of the people.
Interestingly, during this transformation, there is a noticeable gap in values. While veterans of the security forces found themselves unable to support the president's reforms, possibly due to adherence to outdated methods, young officers of the GKNB enthusiastically embraced the changes. It is this new generation of special services employees that actively supports the president's initiative today, seeing it as an opportunity to create a clean and professional structure that operates according to the law, rather than by the dictates of power.
The new head of the GKNB, Jumgalbek Shabdanbekov, has already confirmed the need to transition from an "ideology of intimidation" to legal methods, to abandon the politicization of the agency and tribalism. President Sadyr Japarov has called on the security forces to cease unwarranted pressure on businesses, emphasizing that honest entrepreneurs should be under the protection of national security, not its target. Japarov timely addressed this structure, preventing its transition to a dangerous threshold. His decisive actions demonstrated that there will no longer be a coalition, but rather a single leadership and full accountability to the people who chose him as the guarantor of peace and development. Kyrgyzstan has gained a truly strong and independent leader who has placed the security bloc at the service of the law and society.
