Internet Fraud. In 2025, 826 million soms were stolen from citizens of the Kyrgyz Republic.
Of this amount, only 73 million 986 thousand soms were managed to be recovered. Abdieff noted that many victims of fraud learn about the loss of funds within 1-2 days, while the criminals manage to transfer the money to their accounts within just a few hours.
Deputy Elvira Surabaldiyeva expressed concern about the low percentage of recovered stolen funds. She emphasized that many victims do not report to the police because they do not believe in the possibility of getting their money back. Moreover, according to her, law enforcement officers sometimes claim that the chances of recovering the funds are virtually nonexistent.
Surabaldiyeva also asked what actions victims of fraud should take immediately after discovering the theft from their electronic wallet.
Nurbek Abdieff responded that the first step should be to contact the bank linked to the card, as well as the Ministry of Internal Affairs. He added that if less than a day has passed since the theft, the likelihood of recovering the funds significantly increases. Currently, the ministry is working with the National Bank to implement an anti-fraud system that allows for the blocking of suspicious financial transactions. Additionally, he mentioned the growing number of cryptocurrency fraud cases, in which they send requests to cryptocurrency exchanges to halt transactions involving stolen assets.
