The committee approved the bill to reduce the time for considering citizens' appeals
This draft law was initiated by the deputies of the Jogorku Kenesh. The rapporteur Baktyyar Kalpaev noted that in the context of digitalization, when most documentation is carried out in an online format, there is a need for a more prompt consideration of appeals.
Deputy Chyngyz Azhibaev reminded that a similar initiative was previously put forward by the deputies of the seventh convocation. “At that time, the government gave a negative conclusion, but the parliament still adopted the law, which was then rejected by the president. This situation may repeat itself with the current project, and I want to draw attention to this,” he added.
Kurmanqul Zulushyev, the chairman of the committee, emphasized the importance of this draft law for the protection of citizens' rights. He also reported that a total of two negative reviews had been received.
“If there is a demand for such changes, then it is truly necessary. We should conduct additional analysis together with the government and come to a common decision,” he added.
However, the government expressed its disagreement with the draft law, stating its impracticality.
Deputy Attorney General Zalkar Aknaazarov also spoke against it, noting that the General Prosecutor's Office shares a similar opinion. “Each state institution has its own peculiarities. We believe that 10 days is not enough to prepare a quality response,” he explained.
Baktyyar Kalpaev concluded: “It is always difficult to start innovations, but our goal is to reduce bureaucracy and help citizens.”
As a result, committee members supported the draft law and approved it in the first reading.
