Deputy Dastan Bekeshev, who initiated the new changes, proposes to add additional parts to Article 65 of the code. The main idea is to introduce responsibility for creating obstacles to lawful campaigning.
As Bekeshev noted, the experience of recent elections has shown that campaigning activities often face attempts to disrupt them.
Unfortunately, some individuals intentionally interfere with the holding of meetings, and housing committees and heads of homeowners' associations commit illegal actions that hinder meetings with voters.

Currently, there is no provision in the existing legislation that allows for holding accountable those who engage in such actions.
The proposed bill introduces a differentiation of responsibility depending on the status of the offender:
- ordinary citizens will be fined 10,000 soms;
- special subjects, including directors of management companies, heads of homeowners' associations, and housing committee leaders, will face a fine of 20,000 soms.
The increased fine amount for management companies and leaders of residential areas is related to their special status and increased responsibility for maintaining order and ensuring legality in the territories they manage.
