Kutman Mamirov was born on March 24, 1984. He is a graduate of Osh State University and the Academy of Public Administration under the President of Kyrgyzstan.
Throughout his career, he has worked in various ministries and agencies of the country, and in 2021 he held the position of state secretary in the Ministry of Transport.
In 2020, Mamirov also ran for a deputy position in the Jogorku Kenesh from the political party "Mekеним Кыргызстан".
