Kyrgyzstan: Personnel Changes from March 2 to 6

Throughout the week, numerous personnel changes took place in the Kyrgyz Republic.

Changes in the President's Authorized Representatives


Azamat Osmonov has been relieved of his duties as the President's authorized representative in the Chui region, where he worked since December 1, 2025, serving only three months.

He has been replaced by Elkinbek Ashirbaev, born on October 28, 1964. He is a graduate of the Bishkek Polytechnic Institute, where he specialized in food machinery and equipment engineering.

Elkinbek began his career in 1992 at the Bishkek Tobacco Factory, worked in the Ministry of Agriculture and Food Industry, and participated in international projects as well as in the State Committee for Property Affairs.

Additionally, Sanjar Zhantaev, the first deputy of the President's authorized representative in the region, also resigned.

Aybek Shamenov has been relieved of his duties as the President's authorized representative in the Batken region. He was appointed to this position in December 2024 and received a reprimand from Sadyr Japarov in the spring of 2025 for inappropriate communication with residents of the village of Dostuk.

His position has been taken by Mamyrzhan Rakhimov, born on August 19, 1968, in Batken. He graduated from the Kyrgyz State Law Academy and began his career in 1985 as a veterinary sanitary specialist. In 2012, he became a deputy of the Batken City Council, and in 2017, he was elected mayor of Batken.

Changes in the Ministry of Health


The position of the first deputy minister of health has been filled by Tilek Mamadaliev, who replaced Aybek Matkerimov, who resigned in February. Tilek was born on November 22, 1988, and previously held this position in 2022.

In 2023, he left the post when Alimkadir Beyshenaliev was the minister.

Personnel Appointments in the Ministry of Natural Resources


Zhenish Seydaliev has been appointed as the first deputy minister of natural resources, ecology, and technical supervision of the Kyrgyz Republic, replacing Bolot Jusupekov, who was relieved of his duties in February.

Zhenish is an expert in mining and economics, having worked in private and international companies, as well as in organizations such as OJSC "Kyrgyzaltyn" and CJSC "Kumtor Gold Company".

New Appointments in the Sports Sector


Urmat Asanbaev has been appointed as the director of the State Agency for Physical Culture and Sports. He replaced Kazybek Moldazhiyev and is a master of sports in freestyle wrestling with extensive experience in the country's sports life.

Personnel Changes in the Ministry of Construction


Ernazarbek Suerkulov has been transferred to the position of director of the state expertise department, while Maratbek Aknazaro has taken his place in the state architectural and construction control department.

Additionally, Islan Momokonov and Bolot Cholponbaev have swapped their positions, and Bolot Apilov has been appointed head of the Chui regional capital construction management.

Appointment of Ambassador to Qatar


Aybek Toktobolotov has been appointed as the Ambassador of the Kyrgyz Republic to Qatar, replacing Marat Nuraliev, who was relieved of his duties in January for violating ethics.

Aybek was born on July 29, 1979, and has significant experience working in the Ministry of Foreign Affairs of the Kyrgyz Republic.

Changes in the GKNB Management


Kanat Tabaldiev has taken over the management of the GKNB in the city of Osh and Osh region, replacing Salmoora Jumabekov, who was relieved in February after the resignation of Kamchybek Tashiev.

Personnel Changes in the Bishkek Mayor's Office


There have been changes among the deputies of the district administration heads in the mayor's office. Kerim Zheenaev has been appointed deputy head of the Oktyabr district administration, while Nursultan Beyshenbek uulu will hold the same position in the Lenin district administration.

Bekzhan Niyazov has been appointed head of the Oktyabr district administration office.

New Mayor of Tokmok


Kutpidin Shakirov has been appointed mayor of Tokmok, replacing Altynbek Ergeshov, who held this position since June 2025.
