The Ministry of Internal Affairs withdraws the bill on testing drivers on the road for traffic violations

The Ministry of Internal Affairs of the Kyrgyz Republic has decided to withdraw the bill that proposed on-site testing of drivers using tablets for violations of traffic rules. This information was confirmed by the press secretary of the President of the Kyrgyz Republic, Askat Alagozov.

According to him, President Sadyr Japarov instructed to cancel the bill, taking into account the justified criticism expressed by the public regarding this initiative.

Recall that earlier the government proposed a new way to combat traffic rule violators. Starting from September 1, 2025, at the direction of President Japarov, it was planned to implement a procedure for checking the knowledge of traffic rules among drivers who were stopped for violations. In this regard, the Ministry of Internal Affairs submitted bills to the Jogorku Kenesh. The committee reviewed amendments to the Code of Offenses that would allow inspectors to test drivers on-site. If a driver was unable to answer the questions, their license could be temporarily revoked.

It was expected that drivers would be issued temporary licenses for a period of up to 60 days, during which they were required to pass an exam at "Unaa." Upon successful completion of the exam, the license would be returned. However, this initiative faced significant criticism, even from parliament members.
