The deputy proposed to analyze all the laws adopted by the Jogorku Kenesh.
According to him, elected officials do not pay attention to the future fate of the laws they pass.
The deputy noted that there are 158,111 regulatory legal acts in Kyrgyzstan, of which only 135,567 are currently in effect.
He emphasized that the Jogorku Kenesh has adopted 5,755 laws and 23,347 resolutions. Over the past three years, deputies approved 677 draft laws, but monitoring was conducted for only eight of them. “According to current legislation, there should be ongoing monitoring and evaluation of the decisions made, and we are obliged to conduct analysis. We pass laws but do not care about their quality, how they function, and what impact they have on citizens. The quality of laws has decreased,” he added.
Ulukbek Karybek uulu also reminded about the resolution adopted by the parliament in 2024 regarding the law evaluation system, according to which each committee is required to analyze its adopted laws.
He proposed to create an Institute that would analyze each law and provide recommendations to the committees of the Jogorku Kenesh.
